Prime Minister's Desk Note: LIVE Pilot Model
LIVE Pilot Model
National Life-Skills & Agro-Vocational Integrated Education
Executive Summary
The LIVE (Life-skills & Vocational Education) Pilot is a strategic initiative designed to bridge the gap between theoretical academic curricula and practical productivity. By integrating agricultural literacy and essential life-skills into the existing school framework for Grades 5–12, the model seeks to cultivate a generation of citizens who are not only academically proficient but also vocationally capable, environmentally conscious, and entrepreneurially driven.
Strategic Rationale
To ensure the nation meets its 2030 and 2041 development milestones, the education system must evolve beyond rote learning. The LIVE Pilot aligns with four critical national priorities.
National Productivity
Directly links secondary education output with the country’s agricultural and industrial productivity goals.
Workforce Readiness
Equips students with tangible skills (horticulture, aquaculture, poultry management) applicable in domestic and international markets.
Youth Empowerment
Reduces youth unemployment by fostering early-stage interest in "agri-preneurship" and technical vocations.
Food Security & Nutrition
Heightens awareness regarding sustainable food systems and nutritional health among the youth.
The 5 Integrated Pillars
The "LIVE" model rests on five core programmatic components that flow together to create a holistic vocational learning environment.
Integrated School Farm
Physical infrastructure for hands-on learning in vegetable cultivation, fish farming, and small-scale poultry.
Life-Skills Education
Focused on problem-solving, teamwork, financial literacy, and social responsibility.
Nutrition & Food Awareness
Practical education on food safety, balanced diets, and the value chain of local produce.
Smart Digital Learning
Leveraging IoT and digital records for farm management, introducing students to "Agri-Tech."
Introductory Entrepreneurship
Training in micro-business planning, marketing, and the "seed-to-market" cycle.
Scope & Financial Estimates
The program is structured as a phased, three-year implementation across nine strategic locations. The charts below detail the institutional distribution and the required budget per institution in BDT.
Implementation Scope (9 Institutions)

Financial Estimates per Institution (Lakh BDT)
Calculated for the 3-year pilot phase.
Governance & Transparency
To ensure fiscal discipline and program integrity, the following measures are proposed:
-
🛡️
School Farm Development Fund (SFDF) A dedicated account for each institution to manage farm revenue and reinvest in the program.
-
💻
Digital Financial Recordkeeping Real-time tracking of expenditures and farm outputs accessible by oversight committees.
